It collects an enormous amount of taxes f/ these substances but puts little toward education, prevention and rehabilitation.

Governments don’t want to control population. Governments (and religions too) are constantly urging their subjects to make as many babies as possible. Excess numbers of people are always useful as cannon fodder.

If you included lotteries, you would have a complete triad of hypocrisies from government. Smoking is bad, alcohol is bad, gambling is bad (unless it it sanctioned and taxed by government).

No, they use these things for tax purposes. A source of great income for them.
They have ordained abortion, the morning after pill and such for the population control. They are totally upfront about this and it is called, a choice.
