If it is not court ordered the PO cant enforce it ,
It has to be ordered by a judge.
But PO may go to court to enforce it.
It would be up to judge to decide.

“how can we avoid the halfway house and bring him home with us”
Who sent him to rehab? Did probation suggest it or require it? Probation never suggests anything unless it’s an alternative to another suggestion – in other words, you have to choose one of them. If probation required the halfway house, then probation will require anything that the Rehab suggests.
“we do not drink?”
Who’s “we”? In a halfway house, he will be monitored in ways that you can’t.
“probation officer does not care for me or my grandson”
The probation officer is not supposed to care for you or your grandson – he’s responsible for monitoring his compliance with probation.
“none of this was court ordered.”
None of what? If he’s on probation then he has a court order to do whatever probation wants him to do.
